Capacity building for cross-border cooperation on food security, livelihoods, and peacebuilding

Background and Rationale

Hoffnungszeichen | Sign of Hope e.V. (SoH) is a Christian-motivated organisation for Human Rights, Humanitarian Assistance, and Development Cooperation. Based in Constance, Germany, SoH is committed to helping people in distress worldwide.

This mid-term evaluation is commissioned under the German Federal Ministry for Economic Cooperation and Development (BMZ) budget for development projects run by private organisations.

Implementing Partners:

  • SoH (contracting party)

  • Caritas Marsabit

  • Spiritan Community Outreach Ethiopia (SCORE)

  • Diocese of Lodwar

  • Ethiopian Catholic Church (ECC-SDCO)

Project Goal:

To contribute to food security and peaceful coexistence of agro-pastoralists and pastoralists in the Ethiopia-Kenya border region.

Target Groups:

94,325 pastoralists and agro-pastoralists in:

  • Kenya: Marsabit & Turkana Counties

  • Ethiopia: South Omo & Borana Zone

Key Challenges Addressed:

  • Chronic food & nutrition insecurity

  • Poor livelihood options & social services

  • Resource-based conflicts (water, pasture)

  • Climate change impacts (drought, deforestation)

  • Weak Humanitarian-Development-Peace (HDP) Nexus

Project Interventions:

  • Strengthening cross-border coordination

  • Multi-level peacebuilding & advocacy

  • Natural resource management

  • Climate-smart agriculture & value addition


Purpose, Objectives, and Use of the Evaluation

The evaluation will assess progress, risks, and sustainability using OECD/DAC criteria (relevance, coherence, effectiveness, efficiency, sustainability, impact).

Objectives:

  1. Assess project achievements and beneficiary impact

  2. Identify strengths/weaknesses in planning, management, and implementation

  3. Evaluate sustainability measures

  4. Review cross-cutting issues (gender, human rights, inclusion)

  5. Document lessons for future projects


Duties and Responsibilities

The consultant will:
✔ Develop a work plan & methodology
✔ Conduct desk review & field visits
✔ Assess partner capacities & stakeholder relations
✔ Deliver inception & final reports (max. 30 pages)

Expected Deliverables:

  • Inception report (methodology, tools, timeline)

  • Comprehensive final report with recommendations

Qualifications & Experience

Essential:

  • 5+ years in project evaluation/implementation

  • Experience in feasibility studies & impact assessments

  • Strong methodological & analytical skills

  • Experience with NGOs & consortium projects

  • Fluency in English

Desirable:

  • Sector-specific expertise (food security, peacebuilding)

  • Knowledge of BMZ-funded projects

  • Fluency in Kiswahili/Amharic

Academic Background:

  • Master’s degree (or equivalent) in Social Sciences, Development Studies, Project Management, etc.
